Montello Lake P&R District: Montello Lake Aquatic Invasive Species Protection Project: The Montello Lake Protection & Rehabilitation District proposes to conduct an Aquatic Invasive Species control project that will accomplish the following goals:

1. Document the presence, density, frequency of occurrence of all plant species in rehabilitation zones before and after herbicide management, and at a suitable frequency as determined by the department.
2. Limit the growth of Eurasian watermilfoil and Curly-leaf pondweed in rehabailitation zones and reduce population density and frequency of occurrence by at least 80% in each project phase.

Project activities include: Apply for WDNR permits for drawdown and public meetings; Whole lake aquatic plant survey; 2013 EWM herbicide treatment; CBCW program; Drawdown; AIS plant survey; 2014 EWM herbicide treatment; Whole lake PI plant survey; Development of final report.
Project deliverables include: Maps and data sheets from pre and post treatment PI surveys; Annual report summarizing treatment and vegetation response; Final report summarizing all control methods, a cost benefit analyses, drawdown impact to AIS/native vegetation response and public perception of the drawdown event.

Kilby Lake Protection And Rehabilitation Dis: Kilby Lake Ewm Rapid Response: The Kilby Lake Protection and Rehabilitation District is sponsoring a EWM control and monitoring project through the Rapid Response program. The goal of the project is to understand the EWM population, paying particular attention to controlling this exotic plant species in an ecologically sound basis.
Project Activities:
1. Determine the extent and dynamics of the EWM population within Kilby Lake, through Early-Season AIS (ESAIS) and late-summer EWM Peak-biomass surveys. A point-intercept survey will also be completed each year.
2. Develop a control strategy based on survey results and advanced bathymetric surveys.
3. Acoustic plant survey
4. Herbicide treatment
5. Investigate opportunities of hand pulling after initial herbicide treatment.
Project Deliverables:
Each fall/winter following the open water season, an annual AIS monitoring and Control Strategy Assessment Report would be produced and sent out in Adobe\2019s Portable Document Format (PDF) and their effectiveness. This report would also discuss/propose active management and monitoring strategies for the following summer.
The proposed active management strategy would be evaluated during the spring pretreatment survey. A final treatment map and associated email report would be provided to the KLPRD, herbicide applicator, and WDNR for final approval.
Specific datasets or layers requested by the WDNR would be supplied in ESRI Shapefile format.

Major project elements to include: 1) Staff training, 2) Outreach and counsulting to shoreland property owners, 3) Development of shoreline restoration plans and agreements, 4) Installation oversight, and 5) Update of the county's Riparian Buffer GIS layer to track practice installation.

Adams County: Res-Castle Rock Restoration: Adams County proposes to provide up to 75% of the cost of shoreland restoration practices to lake front property owners on Castle Rock Lake. Grant funds will be distributed to fund removal of sea walls, minor bank re-shaping, placement of rip-rap, establishment of vegetative buffers and implementation of individual stormwater management plans.

Special Conditions: 1) Space between rip-rap to be filled with soil and vegetated to facilitate successful access of turtle hatchlings to water. Lupine seed to be of a wild variety compatible with Karner Blue butterflies. 2) Permits to be secured by individual property owners prior to construction.

Bughs Lake Management District: Hlk - Bughs Lake Public Landing Restoration Project: Partnering with property owners, the Bughs Lake management district is sponsoring a grant to implement water quality and habitat best practices from Wisconsin\2019s Healthy Lakes Implementation Plan. Best practices, including fish sticks, 350 sq. ft. native plantings, diversions, rock infiltration, and/or rain gardens, will be designed and installed according to the Healthy Lakes fact sheets, technical guidance and grant application.

All funded best practices require contracts that must remain in place for 10 years and include the minimum operation and maintenance requirements described in grant condition #16 at the end of this agreement. If the landowner is the grant sponsor this Lake Protection Grant Agreement serves as the contract. If the best practices will be implemented on land other than the sponsor\2019s, a Conservation Contract between the sponsor and landowner describing the 10-year contract period, minimum operation and maintenance details, and data to be collected is required.

The Department may perform site inspections and/or monitoring to ensure project success.

Deliverables include: Signed 10-year landowner Conservation Contract(s) with operation and maintenance requirements; data collected; pre and post project installation photographs; and summary of education activities and publicity/promotion of the Healthy Lakes initiative, if applicable.

Special conditions: Project management and technical assistance costs cannot exceed 10% of the state share of the grant award; this does not include implementation labor. Water regulation and/or county zoning permits must be issued before construction, and all regulatory requirements apply. Imp. 2: Adams County proposes to provide educational and technical assistance to the public and Adams County lake organizations for the installation of shoreline buffers on waterways so they comply with the Admas County Shorland, Wetland, and Habitat Protection Ordinance. Major project elements to include: a) outreach and education, b) review of plans, designs, and maintenance agreements, c) development of plans, designs, and agreements, d) inventory of public access points on all project waterways. Project will include notification of riparian property whose property is in conformance with the buffer standard and that the buffer must stay in compliance with the buffer standard. Adams County: Lco-Shoreland Ordinance Rev.: Adams County proposes to amend or create a shoreland zoning ordinance that complies with the requirements of NR 115, Wisconsin Administrative Code (as revised effective February 1, 2010) and retain existing regulations that exceed the water resource protections of NR 115 or are specific or unique to local needs.

Project deliverables include: 1. Copies of any fact sheets or handouts created for public hearings. 2. A summary of the comments received at public hearings. 3. A certified copy of the County Board-approved updated shoreland ordinance or ordinance language (if integrated into other codes). 4. Any GIS maps of the shoreland zone or shoreland condition surveys related to the project.

Gilbert Lake Advancment Association Inc: Hlk - Gilbert Lake Healthy Lakes 2017: Partnering with property owners, the Gilbert Lake Advancement Association, Inc. is sponsoring a grant to implement water quality and habitat best practices from Wisconsin\2019s Healthy Lakes Implementation Plan. Best practices, including fish sticks, 350 sq. ft. native plantings, diversions, rock infiltration, and/or rain gardens, will be designed and installed according to the Healthy Lakes fact sheets, technical guidance and grant application.

All funded best practices require contracts that must remain in place for 10 years and include the minimum operation and maintenance requirements described in grant condition #16 at the end of this agreement. If the landowner is the grant sponsor this Lake Protection Grant Agreement serves as the contract. If the best practices will be implemented on land other than the sponsor\2019s, a Conservation Contract between the sponsor and landowner describing the 10-year contract period, minimum operation and maintenance details, and data to be collected is required.

The Department may perform site inspections and/or monitoring to ensure project success.

Deliverables include: Signed 10-year landowner Conservation Contract(s) with operation and maintenance requirements; data collected; pre and post project installation photographs; and summary of education activities and publicity/promotion of the Healthy Lakes initiative, if applicable.

Special conditions: Project management and technical assistance costs cannot exceed 10% of the state share of the grant award; this does not include implementation labor. Water regulation and/or county zoning permits must be issued before construction, and all regulatory requirements apply. John'S Lake Management District: Acq-John'S Lake Land Acquisition - Marek Property: The John's Lake Lake Management District will acquire approximately 9.2 acres of land, including 550 feet of shoreline, situated on the western shore of John's Lake in Waushara County, for lake protection purposes. The primary goals of the land management plan are 1) to protect the lake's health and water quality by protecting a water recharge/wetland area for the lake contained on the property; 2) to ptotect the aquatic plant beds located off shore which support fisheries habitat and spawning; 3) to preserve the property in it's natural state to protect it's wildlife amd waterfowl habitat.

Adams County: Res-Castle Rock Restoration: Adams County proposes to provide up to 75% of the cost of shoreland restoration practices to lake front property owners on Castle Rock Lake. Grant funds will be distributed to fund removal of sea walls, minor bank re-shaping, placement of rip-rap, establishment of vegetative buffers and implementation of individual stormwater management plans.

Special Conditions: 1) Space between rip-rap to be filled with soil and vegetated to facilitate successful access of turtle hatchlings to water. Lupine seed to be of a wild variety compatible with Karner Blue butterflies. 2) Permits to be secured by individual property owners prior to construction.

Waushara County: Acq-Kusel Lake Land Acquisition - Petersen Property: Waushara county will acquire approximately 30.78 acres of land with 1,150 feet of shoreline to preserve and protect the shoreline and water quality of Kusel Lake. the primary goals of the property's management plan will be 1) TO MAINTAIN THE PROPERTY AS OPEN S[ACE/PARKLAND, 2) TO PRESERVE AHND RPOTECT THE PROPERTY'S SHORELINE IN ITS NATURAL STATE, 3) TO PRESERVE AND PROTECT THE PROPERTY'S WETLANDS, AND 4) TO ALLOW PUBLIC ACCESS FOR PASSIVE RECREATION INCLUDING HIKING AND CROSS COUNTRY SKIING.

Montello Lake P&R District: Lmi-Montello Lake Diagnostic Feasibility Study: The Montello Lake Protection and Rehab District proposes to conduct a Diagnostic Feasibility Study on their lake. This project will result in the development of a lake management plan while integrating all partners including the area community. This will be executed via the completion of a diagnostic/
feasibility study on the lake, watershed and tributaries; these elements will be developed and included: water quality monitoring on lakes in the Montello River Basin; water quality monitoring on six tributaries; flow monitoring on six tributaries; model tributary loads to the lake; land use impact assessment via SWAT modeling; internal loading evaluation; physical shoreline assessment; coordination and communications with all partners and public; management options and implementation plan.

Adams County: Res-Castle Rock Restoration: Adams County proposes to provide up to 75% of the cost of shoreland restoration practices to lake front property owners on Castle Rock Lake. Grant funds will be distributed to fund removal of sea walls, minor bank re-shaping, placement of rip-rap, establishment of vegetative buffers and implementation of individual stormwater management plans.

Montello Lake P&R District: Lmi-Montello Lake Diagnostic Feasibility Study: The Montello Lake Protection and Rehab District proposes to conduct a Diagnostic Feasibility Study on their lake. This project will result in the development of a lake management plan while integrating all partners including the area community. This will be executed via the completion of a diagnostic/
feasibility study on the lake, watershed and tributaries; these elements will be developed and included: water quality monitoring on lakes in the Montello River Basin; water quality monitoring on six tributaries; flow monitoring on six tributaries; model tributary loads to the lake; land use impact assessment via SWAT modeling; internal loading evaluation; physical shoreline assessment; coordination and communications with all partners and public; management options and implementation plan.

Parker Lake Assoc., Inc.: Hlk-Parker Lake Fish Sticks: Parker Lake Association Inc. will implement best practices described in Wisconsin\2019s 2014-2017 Healthy Lakes Implementation Plan. Practices include: Installation of 8 fish stick clusters on the shoreline of Parker Lake.
The best practices require a contract to remain in effect for 10 years and must include minimum operation and maintenance requirements and data collection as described in grant condition #17. If best practice(s) are implemented on land owned by the grant Sponsor, this Lake Protection Grant Agreement serves as the contract. If best practice(s) are implemented on land other than the sponsor\2019s, a contract between the sponsor and landowner that abides by grant condition #16 is required.
The Department may require re-payment of project installation costs if the best practice is disturbed or removed. The Sponsor and/or the Department may perform site inspections and/or monitoring to ensure project success.
Deliverables: Best practice location and design information, if not included in the application; signed 10-year landowner contract; pre and post project installation photographs; summary of education activities and publicity/promotion of Healthy Lakes initiative, if applicable.
Special conditions: The state share of each best practice cannot exceed $1,000. The state share of grant administration and technical assistance costs may not exceed 10% of the grant award; technical assistance does not include implementation labor. Funding cannot be used for mitigation or regulatory compliance activities. Water regulation and/or county zoning permits must be issued before construction. The Healthy Lakes logo should be used for promotion and publicity, and DNR recognized as a funding source.

Project will include notification of riparian property whose property is in conformance with the buffer standard and that the buffer must stay in compliance with the buffer standard. Pleasant Lake Improvement Corporation: Lmi-Pleasant Lake Run Off Control: Pleasant Lake Improvement Corporation proposes to implement their stormwater runoff control plan. The project diverts the runoff and it's associated sediments and pollutants away from Pleasant Lake and into a sand discharge area. The project activities include North and South diversions removed and replaced, a speed bump and west edge ramp removed and replaced as called for in the approved plans.

Grant funds will be distributed to fund removal of sea walls, minor bank re-shaping, placement of rip-rap, establishment of vegetative buffers and implementation of individual stormwater management plans.

Special Conditions: 1) Space between rip-rap to be filled with soil and vegetated to facilitate successful access of turtle hatchlings to water. Lupine seed to be of a wild variety compatible with Karner Blue butterflies. 2) Permits to be secured by individual property owners prior to construction.

Imp. 2: Adams County proposes to provide educational and technical assistance to the public and Adams County lake organizations for the installation of shoreline buffers on waterways so they comply with the Admas County Shorland, Wetland, and Habitat Protection Ordinance. Major project elements to include: a) outreach and education, b) review of plans, designs, and maintenance agreements, c) development of plans, designs, and agreements, d) inventory of public access points on all project waterways. Project will include notification of riparian property whose property is in conformance with the buffer standard and that the buffer must stay in compliance with the buffer standard. Signed maintenance agreements must be kept on record by Adams County.

Adams County: Lco-Adams Co Lakes Classification - Phase 1: Adams County proposes to initiate a Lakes Classification effort to assist in comprehensive plan development for communities surrounding its lakes with public access. Phase 1 elements, to be funded with this grant, include: 1) delination of surface watersheds and flow patterns, 2) delineation of ground watersheds, 3) identification and mapping of land uses, 4) inventory and mapping of shoreline erosion and development problems, 5) identification and mapping of sensitive/critical areas and natural heritage habitats, 6) verification of wetland delineations, 7) delineations of lake watersheds, 8) development of lake maps.

DNR will be provided with both hard copy and electronic versions of a final report on this project. Results will be shared with partner agencies, town boards, lake districts and associations and members of the public through public meetings, individual lake summaries, a powerpoint presentation and development of a Lakes Protection Plan. Copies ofthe final report will also be made available to local libraries.

Additional maps will display areas infested by Eurasian water milfoil and purple loosestrife. Project deliverables for Phase II comprise of a lake management plan that will clearly describe the methodologies and the results of each of the tasks described in the grant application. Montello Lake P&R District: Montello Lake Nutrient Budgeting Study: The Montello Lake Protection & Rehab District proposes to conduct a limited phosphorus budget that will address external nutrient inputs, phosphorus recycling significance, and provide a basis for the selection of the most cost-effective management options that target the identified problem areas. Project deliverables include bi-weekly sampling from the Montello River, empirical modelling to develop the phosphorus budget and a final report.

Montello Lake P&R District: Montello Lake Drawdown Evaluation: The Montello Lake Protection & Rehab District proposes to conduct a drawdown evaluation that will include the following components: Sediment compaction and erosion evaluation; shoreline video for plant community evaluation, pre and post drawdown; aerial photo survey of lake and shoreline for visual evaluation of plant community response; and recommendations based on the analysis of the data. The District also proposes to conduct an aquatic plant management survey that will include the following components: An appraisal of plant community in 2004 to evaluate the effects of the drawdown, a rake survey protocol will be employed, as well as interpretation of photographic documentation; and the development of a revised comprehensive aquatic plant management plan that addresses mechanical harvesting, chemical control, protection of sensitive areas, restoration of degraded littoral zones, and includes a public education component.
